The Philippine Rural Electrification System (PRES) project is one of the largest countryside power projects in the Philippines today. A partnership between the government of the Philippines and France, PRES is bringing electricity to 18,000 households in the province of Masbate, one of the Philippines’ poorest. Hubert d’Aboville, President of Paris-Manila Technology Corporation (PAMATEC), which is implementing PRES, will tell us how to succeed in a private-public partnership with a large corporate social responsibility component despite opposition from violent communist guerillas and bureaucratic red tape.

The presentation outlines key lessons learnt in past decade from Private Sector-NGO Partnerships, and discusses mechanisms to enhance their credibility and performance through a focus on the Governance and Accountability systems of such partnerships. Further, the presentation explores the potential of evolving a rights-based approach and framework for cross-sector partnerships for sustainable development in the light of the latest international developments in the Human Rights and Business realm.
